Burden a Fragile Real Estate
Market. Oppose Waxman-Markey
"American Clean Energy and
Security Act" that encourages
home energy label disclosures in
real estate transactions.

Frustrated with how the sluggish market is affecting
the sale of your home? Now imagine your Realtor
explaining to you why your home got an “F” grade on
Energy Conservation and
you have to reduce your
selling price to keep your buyers at the closing table
.
That's what could happen if the House Energy
Committee passes the Waxman-Markey "American
Clean Energy and Security Act" that creates new
State-mandated Energy Star labels for homes and
buildings.

Tell Congress that you support a strong housing
market and energy efficiency. Tell them tax credits,
financial incentives, and educating consumers are the
best ways to achieve the benefits of energy
efficiency while growing the housing market.  It's a
win-win for everyone.  

Mandates and labels will slow our economic
recovery, and hurt energy efficiency.

I urge you to oppose Section 204 of the Waxman-
Markey "American Clean Energy and Security Act"
Climate Bill that encourages States to
require
Energy Star
labels on homes, multi-family and
commercial properties during market transactions in
most states.

As a Realtor, I appreciate the value of information in
helping consumers to make the most informed
property buying and rental decisions. I recognize the
importance of conserving energy, but
labeling every
home and building in America will not save energy.

Labels will stigmatize older homes, forcing sellers to
slash prices to compete in a buyer's market and
further reduce property values at a time when so
many owners have seen their equity as well as
retirement savings vanish. This needs to stop.

If the objective is energy efficient homes and
buildings, the better approach would be to create
incentives that provide property owners with the
resources necessary to make needed energy
improvements that save them money and achieve the
energy savings desired in the near term.

H.R. 1778 by Rep. Welch (D-VT), a stand-alone
measure, would do just that for those who buy an
already built home & recycle instead of only building
new. Taking already owned inventory off of the
market will help to increase the value of all homes
for sale.

Please oppose the provisions of the Waxman-Markey
climate bill that encourage States to
mandate
Energy Star labels in real estate transactions and
instead, support legislation that creates financial
incentives that actually result in energy conservation
and efficiency in our nation's homes and buildings.

A coalition of construction and building product industry groups wrote a
letter to Congressional leaders last week requesting a delay in the
implementation of the Environmental Protection Agency's Lead  
Renovation, Repair and Painting Rule. The letter argues that EPA is not
ready to implement the LRRP laws starting on April 22.
